Note that a document listing all the ON convoys states that ON 16 had a total of 43 ships (incl. 6 from Kirkwall) - 6 British, 19 Norwegian, 11 Swedish, 2 Danish, 3 Finnish, 2 Estonian. 2 were detached (not for Norway).

All the Norwegian ships in this convoy are listed on this website - they can be reached via the Master Ship Index.

Escorts:
This document, listing escorts for all HN and ON convoys (from Public Records Office, Kew), mentions Aurora and Penelope (covering force), as well as anti aircraft cruiser Cairo, and destroyers Escapade, Escort, Encounter, Eclipse, and Electra. See also this external page (scroll down to text under Febr. 28), which says that ON 16 was escorted by Escapade, Escort and Encounter upon departure Methil. Anti-submarine trawlers Coventry City and Le Tigre, escorting the blockship Carron, when abreast of Pentland Skerries was detached from the convoy to Scapa Flow, arriving March 1. Electra and Eclipse joined from Kirkwall, together with 6 steamers. Electra made an attack on a submarine contact S/SE of Duncansby Head on the 29th (58 26N 1 35W). Destroyers Gallant and Griffin were sent to assist. Cairo left Sullom Voe on March 1 to provide anti-aircraft support.
