I wonder if Roskill was referring to the Josef Stalin?
In the published 'Lloyds War Losses' volume 2 which covers vessels listed by Lloyds as being untraced or seriously damaged, it includes, in September 1941 =

Tons: 7500
Voyage: Hango for Russia
Cargo: -----
Position: Hango
Remarks: During evacuation of Hango navigating gear was disabled when bomb fell on stern. Vessel drifted across the Finnish Gulf and was brought into Palciski by German warship
The Lloyds Losses list was compiled during the 1950s from information then available: if Roskill were using this as his source, then this may provide an answer
