Thank you very much for the information. It seems that Rohwer got the number of casualties wrong then. He writes (Allied Sub Attacks, page 205):
On 26.11.43 Torbay missed a small merchant ship and on 27.11.43 hit Palma with her last two torpedoes. Some 1100 Germans and 'loyal' italians perished.
