What is, exactly, the meaning of the term "barry commodore" in a convoy?

At some stage the original convoy was split, with part of it going to the Bristol Channel, hence another Commodore was appointed for that portion, usually one of the ship's Master.
Pilots for the Bristol Channel ports above Swansea and Port Talbot were based at Barry, and are to this day.
